Title: [PtA] Entering a Scene

You can join a scene in progress by spending a fan mail.
At one point in our first session, we were just beginning a conflict (that is, we were about to draw cards) when a player wanted to join in, mainly I thinbk so he could help out. Is this okay? Is there a limit to when you can drop into a scene?

If you've already established stakes, then that's crossing the line a bit. But really, entertaining and awesome is entertaining and awesome. Use the players as a test. Is the last-minute "Wait! I show up and help out" idea cool or lame? Cool, they get to do it. Lame, then no.
