Title: How can i make RPGs?

I saw some programs and stuff but whats the best program to download or if i dont even have to id love that.

What we know about here is RPGs of the "let's sit around the table and tell stories and roll dice" kind, instead of the computer kind. So we probably won't be much help. You'd need a programming site, probably.

If, on the other hand, you're looking to write a pen-and-paper, play 'round the table type game then there isn't, really, a program to download to provide the core of any system.  Essentially you'll use the same word-processing and layout tools that you'd use for writing a technical manual ... though with more art.  Clinton has a nice breakdown of various free or near-free programs (http://www.indie-rpgs.com/articles/14/) that will fill in a lot of the toolkit you'll need, so maybe that will be helpful.
