According to the rules, manoeuvres are declared in reverse order of Reflex.
But, you make a reflex roll to see who goes first. So...
Do you declare actions and then make the reflex roll, or
Do you make the reflex roll to determine initiative order, and then declare actions from loser to winner?

From what I have gathered you declare actions then make the reflex rolls. Kind of reflects the true uncertainty of combat. You have it set in your mind and muscle memory what you are going to do. So does your opponent. You both decide to smite the so'n'so before you, it comes down to who hits when. If you hit your opponent before they get past a certain point in their swing you are golden. If not, well, then it looks like things are not gonna go your way this time...
