They mention this in the 'guided' things i like section, but It's not listed in the book anywhere....was this left out as an oversight or removed from the final version of the game?
Yeah... this got left out for some unknown reason. "From the Mouths of Babes" actually got transmogrified into "I say Strange Things." Basically, this Quality gives the GM permission to say that someone's character just up and says something that, while usually pertinent, is something the character wouldn't/couldn't have known. This means the character has an uncontrollable sixth sense about such things and will vocalize it without knowing what it means or even that they are about to speak. The words just come out.
