What does it mean?
My high school Latin is pretty rusty, so I might get it wrong. But maybe it will serve until Luke comes along:
extra rotam nulla salus: Welcome! Beyond (or Outside) the Wheel is (or there is?) nothing.
My Latin is rather nonexistent, but I would have it as "no safety/prosperity beyond/without the wheel."
