This may be something that has already been mentioned, but why is there no link from my Private Message Inbox to the Forum Index? At least, I didn't find it.

The links at the top lead to all the other Forge-areas, but the Forum index is not among them.

Also, about the dropdown menu at the bottom. If I select "General" and press "go", it tells me the forum does not exist.

Look beside the "New topic" button. It's right there, rather big.

Nope.

"General" is a list of forums, not an actual forum. Examine the list again - it's got the forums listed under General, and a bar for spacing.
