Not legal. Action-Reaction is a unit to itself. Staking and Splitting (and Inspirations) happen before and/or after that unit, but not in the middle of it.

This was not at all obvious to me, and comes as a complete surprise.  On reflection, I can see how the last paragraph on page 25 supports this, though.  Its simply not the way I interpreted that paragraph in the past.  I post this here so that those that might not be paying attention to Story Games can have the benefit of it, and also, so that I can add it to the FAQ without posting links from other forums.
