Ok, so this is probably a stupid question with the answer right in front of my face but ill ask anyway.  im confused with some of the modifiers for certain countries.  for example, in Imjia there is a -2 health penalty.  why?  also, many countries have a -1 or even -2 to will power such as numeria and taz'hamun but im not really sure why.  it says "the treacherous lifestyle" and the "eat or be eaten attidue", but why would this give a - to wp??

They just are not too good at "sticking to there guns"?  There culture does not emphisise strength of will, and instead stresses other attributes?

Treachery, and the "Eat or be eaten" attitude, both seem to me to indicate people who don't have the willpower to make hard choices like remaining loyal, or honest.

I play low WP to be impulsive, rash, no patience etc. That view would be consistent it seems with that description.
