I have a question about spending Urge points on other characters...do you just say, like the examples in the book, how you're spending those points, or does there have to be a narrative explanation/justification to go along with it?

In the skype game we're playing, we just spend 'em.  Sometimes we comment on how the expenditure is particularly apropos, but it's not something we spend a lot of time on.

Fred's got it covered. Explaining a narrative rationale for the points is nice, and often fun, but certainly not required.
