How do I get my own Indie RPG Forum?

I don't know if this is really the right place to put this thread, but here I go anyway.

1.  What do I need to get my own indie RPG forum?  
2.  Do I need a website?  
3.  Who do I apply to?
4.  Do I need o to have a certain ammount of work done already?
