Collabrative Conspiracy Game

So, my game group is wanting to start something different.  So we are going to play GURPS Illuminati in the vein of X-Files/Buffy/Cthulhu.  We want to share GMing duties.  Therefore, we thought it would be good for each GM to have one major conspiracy to grow the storyline in.  The GM would be able to use elements introduce in play already, but can not "advance" the plot of the other conspiracies.  

We also thought it would be cool to have collabrative character generation.  The idea is that we could give plot hooks to the other PCs without those PCs necessarily knowing that they have that plot hook (it would give that PC a quirk point, say). This could even extend to advantages and disadvantages that the PCs have.  Perhaps the player could give another PC an Enemy disad, but have it balanced with Full Life Support advantage because the PC is really a robot and he doesn't know it.  Stuff like that.

Has anyone done this?  And do you have any suggestions on how to make this work?

The problem with storyboarding is that this is a conspiracy game, so we don't want the players to know about all the conspiracies and their character's ties to those conspiracies.  My current thought is that as part of this collabrative character creation is that you as a player/GM only add plot hooks to characters that are not your own and those plot hooks only pertain to your GMed conspiracy.
