Yes, but she gets the race modifiers whether or not she rides with the Krymeans, but I would say she only gets the Krymean bonuses if she has been a Krymean her whole life.  The Race bonus is guaranteed, for a halfling character, but I would say the cultural modifiers are not guaranteed.

But, in this case, it would seem that they apply.

Yeah, her backstory was that she is the fey-halfling daughter of the Khan of the Tataar Horde. For some reason or another, he actually rasied her, and her mother (the Fey) left her with him. So she barely knew her mother (which is a Drive of her's, to find her mother). Her Destiny is to become the Khan of the Horde. So this is why I figure the Krymean Nation Mods would apply, since she has been with papa (and he has helped disguise her from the get-go).
