I think you're pretty spot on with that Keith.

There is a broad mechanical structure, but nothing close to the very ordered Universalis process.  About the closes rule that applies is the one that says whoever came up with the idea has to roll for it, so no "we should talk to these people, hey you're the best at social, you do it" stuff.

Other than that its pretty wide open mechanically.  That's when I think it really requires the GM to grab the bull by the horns and wrestle it down.  

I'm tempted to think the game would be improved by a very MLwM decisive scene order approach.
