My high school Latin is pretty rusty, so I might get it wrong. But maybe it will serve until Luke comes along:

extra rotam nulla salus: Welcome! Beyond (or Outside) the Wheel is (or there is?) nothing.

My Latin is rather nonexistent, but I would have it as "no safety/prosperity beyond/without the wheel."

It's a bastardization of the old catholic church terror dictum: extra ecclesiam nulla salus.  There is no salvation beyond the Church. Meaning, there's no hope for you, but me.
