if you chose some kind of "struggle for one's convictions" bit, then you could work on figuring out what kinds of obstacles would make this struggle happen. Throw in there some ways in which characters can prevent this burn-out, can find inspiration once more, etc.
You could determine if such characters band together en masse, if they find subtle ways (graffiti tags or some other cryptic message in a public space) to support one another, or what have you.
I'm gathering a sense of what kind of person would most immediately fit the mold you've set out. Try and come up with some ways that different ideologies clash, mesh, how a whole bunch of black-flaggers can band together or at least work together when it's tough times, etc.

If it's okay to toot one's own horn, the EABA Neoterra setting is pretty much Libertarianism run amok, with a dash of outright tyranny and a fair bit of anarchy.

And it's an "800 years in the future" SF setting.

The short form is that all basic necessities are provided for by a benevolently despotic AI network and near-nanotech manufacturing techniques. *Everything* else, you have to make for yourself, and all the normal social contracts like laws are flexible and subject to negotiation. There are no anti-gun laws, but you can specify that *your* place of business is a gun-free zone, and enforce it anyway you want (like with guns ;).

You end up with 95% dole drones, and 5% people who are potential PC's, who *want* to get out there and *do something*. The setting is a lot more than this, but it has a lot of the elements you are talking about.

So, food, shelter and 20,000 cable channels? Free. A homemade pumpkin pie? You've got to find someone who can make it, and then come up with something they want to pay for it...
