Oh, I'm totally in favor of non-person characters. (Tony, you can testify to this). But each non-person character is a fairly specialized tool, whereas actual human characters are way more versatile.
And yeah, shared Exemplars are more fun; so the more players you get committed to your handwavium, the more interesting it'll become.
