A simple Gift of Dice question

Hey there, just finished first session of a TSoY game (set in WW's Changeling universe). The Gift of Dice is fantastic ... but one question I just wanted to ask:

When you give a bonus dice to another player, is it lost/spent/out of the economy? Or does the receiving player keep it and - after using it - add it to their pool of dice to give out?

I guess I'm asking whether it's a stable economy or one the dice leak out of.
