Conflicts aren't free.  You can lose an important conflict if you take a turn to introduce them.  That's the reason I might refuse to engage you in a conflict that's about something we both care about.  There are hieararchies to these things.  It has been my experience, playing Capes, that I care about more things in a scene than I can afford to play conflicts on.
