What about the gear- up time? Every episode has that wacky moment where the theme music builds up and they make something like a howitzer out of some old toilet paper rolls, some cooking oil, and a vibrator.
What would be cool is if you had that theme on tape and its played while the players try to come up with their BS weapon, before the theme ends! Both time limit/creative focus and emulation! :)

What would emulate the TV series, though? The game rules, or the players via their actions/input?
While it's nice to have a game that emulates exactly what you really like about the series, it's also very interesting to find out what other players really liked about it to. If you write the game to emulate it just the way you want, you wont discover that.

What if characters attained bullshit points? What I mean is,what if for every encounter they narrowly escape in the course of the adventure--the more points they earn for a gear- up period for the final showdown? You can give it all kinds of analogues with various systems, but in this case the party would have to use all of their recently gained points for the end of the episode.
Using the example of a kung- fu setting is good. I mean, how often does the hero get beaten, well within spitting distance of death, only to get up and finish the motherfucker- du- joure, up? I agree, that this system could encompass a good many settings... I just liked the A- team because they did all that Macguyver (I probably spelled that wrong) stuff and still made it all look like weapons.
