Consider NOT having things like Will balanced across the Factions.
When you move a Faction you may find yourself altered wildly, your fortes disappearing and new ones appearing in their steads, or just becoming weaker.

Never thought about it that way.  I want to avoid different factions having to have high scores in more abilities than other factions though.  However, I think Will will (is there an echo in here?) play a larger role for the Marked then the other two factions but it will play an important role in all factions but in very different ways.
