This post is in comments to a few suggestions made by people, so they will be a bit random.  I think sailors should have special rights but I don't think they should a monolithic symbol of freedom.  I think they should be a mixed crew of loyalist, rebels and conformists.  They need the extra freedoms to do their duty but they could have different views on it.  I.E. some thinks its a necessary evil but others love the idea of freedom.  Also, when they explore, they are encountering people different from themselves.  Couldn't their activities, born out of basic freedom, serve as Images for them...the percentages of each outlook don't need to be equals...loyalist could be in minority (which aligns with other comments made.

With the existence of such places, do you think that proximity to the coast could contribute to their outlooks (more rebels live closer to the coast while inlanders tend to be more loyal).

As I read this thread over again, I will make more comments.
