Yeah, I'm ... I think I'm addressing another issue here.  I'm pretty sure that I get your point that the Newspapers can be an element whether the players are invested in the newspaper or not.  If you know that the Newspaper is relevant then you can narrate it into the story in many different ways.  But I think I'm getting at the distinction between Newspaper being inserted into the game pre-play, and arising from play.

One is "Okay, we've got a Newspaper ... how does that fit?"

The other is "So we've got cliques, drive for truth and a writer ... y'know what would bring all those together?  The school newspaper.  We should totally have Jessie join the newspaper staff."
