While reading these responses, I was reminded that some RTS games like Warcraft have no randomness. They just have damage and damage mitigation, perception and attack range for fighting.

Really? Or is it just hidden in the encoding of the computer program a a deeper level?

Perhaps something more akin to CCGs like Magic, where a Power/Attack stat is resisted by a Toughness/Defence stat..then specific abilities can be activated through a series of resource management mechanisms (spending mana, activating other cards, etc.) or through the encountering of specific traits in the conflict.

If you're going for more of a story oriented conflict, then the activation of these traits can be done through the narration of the conflict.

"Oh, the fight is occurring in a narrow alley...I get a bonus in tight spaces."

"He's an Elf. I F%^kin' hate elves and get +1 damage against them."

Once the relevant traits have been activated, compare and interpret the results.
