How would one make it so that a character could either grow or shrink as a Special Ability?

First, I would generally purchase a Medium Power Level for it, followed by the Size Alteration component.

If you want it to affect the character's Traits (like a Body boost for a Growth SA, for example), then you can go with Trait Modification A.

It definately does. It allows me to create the ultimate in nasty from the original Transformers comics and G-1 TV series. Megatron.

And I am not talking about the one from Beast Wars, Robots In Disguise, Beast Machines, or Armada. The one and only, original.
