GMS's UnderWorld has an Abstract Combat Mechanic that I think works well.  Basically, it goes as follows:

* List the advantages one side has over the other.  Do this for both sides.

* Each side flips three coins, one for Attack, Defense, and Goal.  Heads is a win, Tails is a loss.

* Each side may use each advantage it has, ONCE, to flip a coin, either one of their own, or one of the opponents.
