1) can moderators add new members to the private forum or only site administrators. I would assume moderators could, but when I clicked on the "you can moderate this list" I didn't find any options.
2) How can I get a list of who is currently a "member" of the forum?

Adding members to the forum is sort of wonky. Here's how you go about it.
If you're a moderator of a private forum, you should also be the moderator of a usergroup. You, Valamir, are the moderator of the "Universalis Playtesters" usergroup. Click on "usergroups" at the top of the forum page, and add people as you see fit. That usergroup has access to the forum.
In the same fashion, the usergroup list will be a list of the current members of the forum.

Ok, clicked on User Groups, Selected Universalis Playtest from the drop down and hit "View Information".
That pulls up the exact list i was looking for, thanks.
But I don't see an "invite" button, only one for unsubscribing. Am I just dense or is there another trick to it?

Ah - Mike Holmes was the moderator of that usergroup. I changed it to you (only one person can moderate a usergroup, unfortunately.)

Hey! And you didn't even ask, Ralph. Sure, thanks.
Just kidding, it's fine if Ralph is the group moderator. Seems odd, though, that you can have two forum moderators, but not two group moderators. Oh, well, can't have everything.
