Let me see if I have the steps for character creation straight.
1> Rate the categories
1a> "Innate" is A
1b> Make one other A
1c> Make three others B
1d> Make the rest C
2> All open abilities (four per category) get 1 point
3> Allocate 10 points to abilities in "A" categories
4> Allocate 6 points to abilities in "B" categories
5> Allocate 3 points to abilities in "C" categories
I ask because the characters on the wiki

Seem to have skipped step 2.

I was wrong on step 2.
After rereading the rules, I find that the right procedure is:
1> Rate the categories
1a> "Innate" is A
1b> Make one other A
1c> Make three others B
1d> Make the rest C
2> All innate open abilities (just four) get 1 point
3> Allocate 10 points to abilities in "A" categories
4> Allocate 6 points to abilities in "B" categories
5> Allocate 3 points to abilities in "C" categories
