John, I'm not sure it's exactly what you were thinking of, but the GroupDesign project is still alive, even though nothing's been posted for a while. Currently, we have a few sets of mechanics and are testing them out, which is taking a while. If you want to get involved, or just watch a game being designed communually, check out the Schrodinger's War link in my signature. "Schrodinger's War" is the current name for the GroupDesign RPG.
