On the scale chart, you have Scale 1 = Person or Small Group.
I wonder why you rolled these two into one - I quite like the idea of a 6 (or 7) level scale, which starts 1: Person, 2: Small Group; 3: Organised Group.
I'd like to see definitions of each of the scale levels, so they can be used more easily in play. What's the difference between a Borough and a District? For that matter, what is an Organised Group?

So, the Scale charts looks like this:
Person 1
Small Group 2
Organized Group 3
District 4
Borough 5
City 6
A "small group" is a family or small gang. An "organized group" is like a guild or tribe. A "district" is a section of the city -- think of it as all the stuff on one map tile. A "borough" is a collection of districts -- like all of the tiles currently on the board.

I see my mind reading talents are recovering. :)
I like how the use of tiles gives that district/borough split a concrete meaning.
