Paul, how much setting have you decided on providing for players? 
Maybe by describing a bit more specifically what the occultists do  would give players and GM's more material to frame scenes? 
By focusing on occultist actions (finding items, initiations, etc.) instead of cosmology, you wouldn't contradict the transcendence mechanics.

Hey Chris,

I was planning to convey setting via color text, fifteen or so "epistles" like these, that would be set off from the rules text in an appropriately occulty font, as well as through a variety of characters, circumstances, and situations in examples appearing throughout the rules text.

What do you think? That I need setting as a distinct section of the game, the way, say, Nine Worlds does it?

No, I like the epistles very, very much. You should stick with that idea. 

In our conversations you mentioned difficulty with scene framing.  Maybe some guidelines or inspirational material would help.  But that material would have to focus on the kind of things occultists *do*, since setting are created at the table (which I love).
