If you want to discuss a game in the process of being created, this forum is good for that. If you want to talk about some of your personal playtesting, then the playtesting forum is for that. If you're just looking for playtesters, then the connections forum is good for that.
Do you have the rules online somewhere, either in text, or pdf? If so, your best bet is to link to them, rather than trying to post the whole of the rules here.
Also, just as a word of advice.. A cold request for playtesting isn't the best tactic. If the game is still in the process of being created, I would suggest starting up a discussion here of the game. If you're pretty satisfied with the form of the game and just need playtesting to tweak it and make sure everything works as it should, then I would recommend doing some playtesting yourself (if you've not done so already) and post about it in playtesting. Both of these suggestions will get some info about your game out there, and people who might be interested can read and learn about it. Once you've done so, then post your call for playtesters in connections, link to the discussion here or in playtesting (or both) and link to the text of the rules.
If you don't have the text of the rules available online somewhere, drop me a line, and I'd be willing to host the file for you.

I have playtested it myself, but the amount of people that have tested it with me is small, so I was hoping to expand the amount of people that have tested it. Also, at this point, I am more concerned with the rules being easily understood, because I believe I have the game mechanics tweaked well enough.
