Wasn't sure where to post this, so feel free to move it if this is inappropriate.
I was wondering if there are any games where the die roll (or whatever) comes before even the statement of intent. Something where everybody rolls, and then decides what to do based on the results, thereby completely ensuring whiff-free play.
Any suggestions?

Hm. Orx looks interesting. Sort of the same spirit as Great Ork Gods, but approached from a completely different angle (any chance they were both part of the same IGC competition?)
I don't suppose the print version will be ready for GenCon, will it?

Nope. Though GOG is a great fun game, too! The original idea for Orx was developed starting way back in '00-'02 or so, though it mutated considerably after exposure to ideas from the Forge. Also, and you may have already seen this, Kirt "Loki" Dankmyer gave <a href="http://www.gamerati.net/index.php?option=com_content&task=view&id=88&Itemid=1">a very thorough review of the game at Gamerati.

Er, actually, it is available now. Hrm...d'oh. The print version of Orx has been <a href="http://www.lulu.com/content/377565">available from Lulu since the start of January. (That'll teach me about assuming I've updated something. Thanks!)
