Just to save you a little more time: The ad never tells you the name of the company, so you can't check to see if it's legit with the Better Business Bureau. Even if he's selling what it sounds like, it still sounds like you would be buying a pamphlet worth of information.
If you are actually trying to start a graphic design career, try Googling "How do I become a Graphic Designer?" and spend about an hour going through the results. More professionals do that then you'd think. There's a lot of content out there. For free.

My wife is a Production Design Supervisor at her day job. She does things like box art, cards, money, etc. for boardgames. She went to The Art Institute of Seattle for what was at the time a 2-year program. I believe they offer 4-year programs now.
She is still paying off student loans from the education, but she's been very happy since doing so. She's worked in print layout, traffic control/product management (for a major game system peripherals company), and production design as well as doing some freelance web and print work.
So for people looking for options in design who are willing to go to a major school, there are "Art Institutes" in many major US cities. They offer solid programs which will serve to get your resume noticed for being a recent graduate.

Now really, I personally endorse the "school of life" approach, but I like doing things the hard way. :D
