a) spend Fan Mail to get additional cards (p. 32)
b) spend Fan Mail to use a Trait when the free uses are up (p. 8).

What's the difference? What's the point of option B if option A models B and more?

Also, since the players can keep their Fan Mail from the previous session, does this mean that the overall chip/token count will increase as the series continues?

If a few threads somewhere in this forum, Matt has noted that he had forgotten option B was even in the game and that it was redundant.  There is no point to option B.

Yes, option B is redundant. Also note option C - unless I misremember, you can spend a point to bring your character into the scene after it's started.

And yes, saved up Fan Mail is definitely a slight practical influence on the resource cycles of the game. Basically you have a bit more points in circulation after the first couple of episodes than you had in the first.
