I would say that it depends on whether or not they were a participant of the culture, which culture the human parent was from and whether or not the seneschal will allow it.

Although it is just my opinion, I would say yes. Doesn't the book say that Halflings are not permitted to live amongst the Fey? That being the case, I would assume that they grew up amongst humans and within human culture.

Good point. Yeah the Fey tend to keep the halflings out.

I would say no. Fae blood, even minor fey, would be considerably more potent than human blood. Also, I don't think halflings even live comfortably among humans, either. I think they're trapped somewhere between the two world, fitting into neither.

Good point.. they are definately outsiders. However..

Let's look at this from a purely "game mechanics" point of view.. why are Halflings more "expensive" than Humans? You ought to be getting something for your "C" priority.. shouldn't you?

If nothing else, they also get the bonus dice to resist aging effects (they tend to live alot longer, baring outside intervention).

This would not be true in some cases.

Example: Xanarian Freeman (Low or High) fey/man. He has successfully hidden his half-fey nature from everyone around him, except his own family, for his entire life. Freemen in Xanarium get a free reading/writing skill, so should he.

Example: Cyrinthmeirian Fugitive fey/man. Has run away from civilization his entire life. No cultural modifiers.

Example: Numerian halfling with above status. Considers himself Numerian, and has lived with his human parent his whole life. Recieves cultural modifiers.

The list goes ever onwards, naturally.

I suppose I was thinking entirely of the attribute modifiers. I would allow for the skill bonuses and such in the cases where it would apply to the character, but I would enforce the Fey attribute mods over the nationality ones.

Sounds good to me... after all, the Halfling mods exist because the person isn't human (genetic), but the national modifiers are more culture than race.

I actually think I may allow the PC to have the halfling mods as well as the nation mods. Her character is a Fey-Halfling, who was raised amongst the Krymean peoples almost her entire life. I think her body would have had to adapt to that environment much like other Krymeans.

Yes, but she gets the race modifiers whether or not she rides with the Krymeans, but I would say she only gets the Krymean bonuses if she has been a Krymean her whole life. The Race bonus is guaranteed, for a halfling character, but I would say the cultural modifiers are not guaranteed.

But, in this case, it would seem that they apply.

Yeah, her backstory was that she is the fey-halfling daughter of the Khan of the Tataar Horde. For some reason or another, he actually rasied her, and her mother (the Fey) left her with him. So she barely knew her mother (which is a Drive of her's, to find her mother). Her Destiny is to become the Khan of the Horde. So this is why I figure the Krymean Nation Mods would apply, since she has been with papa (and he has helped disguise her from the get-go).
