Specifically, I occasionally want to use a horizontal line to mark off sections in a post, but the simple and standard:

<hr>

..does not seem to work. The little 'Options' box in the lower-left corner sez 'HTML is On'. Am I missing something?

Not all HTML is on. The use of HTML should be discouraged, and I actually forgot it is on. The <hr> tag is definitely not on.
