Well, you should tell more about what you are trying to do. Saying police RPG by itself doesn't tell me much: it could be anything from "Lethal Weapon" (i.e. over-the-top cinematic action) to "Law & Order" (i.e. police procedural/legal drama). What kind of play are you hoping to get out of it? I've looked through the Action! system some, but I haven't reviewed it in detail yet.

Is this intended to be a personal project, or is it to fill the project request that GRG has put out for a product called "Law and Order"? Do you intend to make any serious changes to the system or adhere to it as closely as possible (I'm not sure to what extent their license allows alterations)?
