would it be possible to set up a subscription list/option such that a user could be pm'd or emailed when new articles are added to the Forge? or even emailed the whole article?

(samewise for reviews, I guess)

That's not a bad idea. There's been a few pages on the Forge I've been wanting to redo, and I'll add an announcement list to one of them.
