1. What do I do when a player says: "I want to talk to the crew and incite a mutiny"? What he really wants is to be Captain without a vote.

2. What do I do when a player says: "I want to talk to the crew of that Navy ship and incite a mutiny"?

These aren't hypothetical! I had both over the weekend.

Strike bargains.

If there are any obstacles to their talking to the crew in question, they'll have to deal with those first, of course. Getting onto the other ship unseen, finding an opportunity to talk to the ringleaders when the captain's not looking, exposing yourself as a mutineer to people who might actually be loyal to their captain, and so on, are all opportunities for success rolls and might lead to fights.
