Help, need clarification on rules

Hi, I need some clarification on how you spend your vagary points between melee and missile skills, or do you need to spend points on missile skills?
I have read the sample creation charcter and I don't understand how he recieved the points he did for his missle pool, when he spent all his vagary points on melee skills. What am I missing?
Going to run the game for the first time this Thursday, have seven ppl showing, and am in a rush to get some characters and a game together, but am at a loss over this issue.
Thanks

Your proficiency points can be spent any way you want between melee proficiencies, missle proficiencies, and sorcery proficiencies (if you are gifted or fey), called vagaries. So if you have 14 points to spend at character creation then you may put them into any of the combat proficiencies.
If you do not put any points into them then you may still use the weapons associated with them but you will be severly limited. Missile weapons used without proficieny points spent in them use only your Aim score and similarly melee uses Reflex. It should also be noted that the number of manuevers that you can preform is limited as well in the case of melee weapon proficiencies.
