If someone has no proficiencies (however that occurred)  and they choose to attack or defend themselves, do you just use their reflex as their combat pool?

the formula for a combat pool is Reflex+ Proficiency+ SA (if applicable)+/- situational modifier (stance, terrain, pain, ect.). If nothing but reflex applies than that's their combat pool, and I feel sorry for them.
