This is interesting, actually. Expert characters will be one of:
Gunfights and Swords! PFC Lance Benjamin. He fights and kills!
Gunfights and Explosions! Sarge: Demolitions!
Car Chases and Swords! Rex Factor: the brash mercenary pilot with a shady past!
Car Chases and Explosions! Felby, the Useful Sidekick!
What would you see as a Shock/Issue matrix for this, though? It would have to be something really broad-brush. Like Slavery, Sexism, Imperialism vs. Space Travel and Alien Invasion.

I think that this could really cover a broad stretch of issues and technologies. Think of a Shonen anime rather than the more limited Pulp genre -- you could easily have, say, Sexual Frustration, Political Disillusionment, Nuclear War on one side and Giant Robots, Cybernetics, and Aliens on the other.
