I'm psyched to try out TSOY with my group.  I'm hoping to start with Rat Moon Rising, but using the revised rules.  It seems pretty clear how to convert abilities, but what's up with the pool numbers?  These pools look tiny.  Is this the expected pool size for NPCs?  Or are there changes between editions that affect this?

Those pool numbers are correct. NPCs should have, at maximum, half the pool sizes of PCs.

Thanks!  Is this just to deal with the tendency of NPCs to show up for a few scenes and leave, while PCs are on screen all night?  Or are there deeper design reasons I don't immediately see?
