I agree with xenopulse completely, an example of play would be great.

Said example should showcase the balance of the points, since, really, at this point, I like your system but I can't understand how it is more balanced than another. Since this is one of the main design goals, I think it's important players do understand how and why the points balance. Otherwise, if this idea gets lost, if players think the characters are not balanced, then it doesn't really matter that it is.

You could make pre-made moves have 10 less points then self made moves. That way there is a mechanical motivation for move creation.
