So, the people in Qek have this cool drink called araka. Araka is supposed to be a distilled poison. But Distill Herbs is something only Ammenites know how to do...

So, how do you make araka? How do you determine it's potency?

I have a similar doubt about Khale and marihuana. How do you determine it's potency?

You determine both drugs' potency the same way you would with an Ammenite poison or drug. A big part of TSOY is cross-cultural pollination, and so there are definitely people in Khale and Qek with Herb Lore and even Distill Herbs - just not as many as there are in Ammeni.
