I have been working for some time on an open content game system to be released under a Creative Commons license. I posted some time ago here about the project but due to the rough nature of what I had at the time, I was met with little response so I've developed it on my own to a more mature state and am now looking for serious co-developers to help playtest and polish the system and develop settings for it. I have big plans for what I've worked out so far and would like to eventually develop a line of game materials available freely under CC licenses in the spirit of Linux, the Blender Open Movie Projects, Wikipedia and other Open Content/ Free Culture endeavors. If anyone is interested in seeing what I have so far or getting involved in the project, email me at Anok@riseup.net or you can visit Black Flag Games although there is only basic info on the site so far and the game material is not yet available for download there.
