This is a flaw common in people who haven't seen combat:

Major Flaw : Freakout
When arrows start flying, or other combat breaks out, you stand dumbfounded for 8 - WP seconds.

Obviously not many players will take this, but I think it would be a good flaw for many NPCs to have, especially a certian percentage of soldiers who are experiencing combat for the first time.

Sounds kinda similar to the Phobia flaw.

Phobia - chaos, pandemonium, battle... yada yada yada.

I tend to think of Freaking Out as behaving wildly out of control, not freezing. What you're describing is Combat Paralysis. But that doesn't sound very in genre. Howabout "New to Battle" or something like that?
