I love Planescape, I mean LOVE it! I think it's fun, exciting, and exotic. I also think that it could mesh very well with Riddle of Steel. There would have to be some tweaking of some of the principles RoS was founded on, mainly that sorcery is rare and mysterious, but I feel that this would in no way detract from play.
I think that SAs and Character philosophy are perfect for reflecting Faction loyalties and beliefs. Hell the premise of the Outer Planes is that belief shapes reality. Of course I'd ditch the DnD elements from it (gods, goddesses, etc..), and replace them with homemade elements. I was also thinking of introducing Hedge Magic rules. Magic that exists in a highly regimented manner with specific and low powered effects (Sort of the way Mage did with True Magick and Hedge Magic).
What do you think?

I, too, love Planescape.
One of the weird/fun things about it, though, is that it happily takes as its mission to create a coherent (or something...) setting based on the D&D cosmology of outer planes & gods. I forget; is it the Athar who are the faction that reject the notion that the 'gods' are divine beings? My point is I think clerical magic is integral to the setting... which would of course be the first challenge for adopting TROS to it.
Aside from that, yes, I want my Harmonium with a doppelhander!

I to was thinking of introducing clerical magic, which would make sense with followers be so close to their respective sources of power. However I wasn't planning on introducing any solid rules for it. I was planning on letting Faith go above the limit of 5, but only for some purposes. For it's normal purposes(extra dice and points to spend) it's max limit would be 5, but for purposes of letting it be a gauge for how faithful a given PC is then I'd let it go higher. Of course then again I may just base it off how the player plays their character. We'll see.
