A has CP of 10, B has CP of 10.

A has initiative.

A attacks with 10 dice, B defends with 7.

A wins the contest by 1 but B's armor takes care of the blow.

Now, It's A's initiative (since A won the contest).

A has 0 cp left, B has 3.

A obviously can not attack... what happens? Can B attack A? or what?

Yup. Don't run out of dice if your opponent doesn't. YMMV.

Yeah, Brian is right on this one. If your opponent has no dice left, he cannot act and thus there is no initiative to steal. Beat the crap outta him if you can... I would recommend maybe holding back a few dice until you can feel out how good your opponent is. Then if you see he is better, use those extra dice to get out. If you are better, then just keep those dice quiet until they are really needed.
