I am working on a Pulp themed RPG and am in need of multiple fiction shorts and flavor text in the realm of 200-600 words.

You could use excerpts from actual pulp novels from the '30s. Most of the famous pulp novel series (e.g., The Shadow, Doc Savage, The Avenger) have fallen into the public domain. For hundreds of novels from many different series check out,

Use the public domain. Add to the public domain. The public domain is your friend.
